WHO IS AN AUTHENTIC FRIEND?
A friend could be considered someone who sticks more proximate than a brother. Is that the kind of friend you wish? Is that the kind of friend you are? Why is it such a challenge these days to relish enduring and paramount comities?

TECHNOLOGY MAY BE PARTLY TO INCULPATE:
Texting, gregarious networking, and other gregarious media have made it seem possible to maintain a comity without being in someone’s presence. Paramount conversations have been superseded by rapid-fire texts and tweets. People are having fewer face-to-face interactions, verbally expresses the book Artificial Maturity. “Students spend more time in front of a screen and less time with each other.

In some cases, technology can make comities seem more proximate than they genuinely are. Recently, I realised that by texting my friends to optically discern how they were, I was doing an abundance of the work. Then I ceased texting them to optically discern how many of them would take the initiative to contact me. Veraciously, it’s been very few. Ostensibly, some friends weren’t as proximate as I mentally conceived.


But cannot texting and gregarious media avail you keep in touch with people and thereby reinforce your amities? Yes especially if you additionally have an offline relationship with those people. Often, however, gregarious media merely builds bridges to others without drawing you any more proximate to them.

ASSOCIATE WITH PEERS:
There is nothing quite equipollent to face-to-face conversation, where you and another person can observe the subtle nuances of voice tone, countenance, and body language.

ESTABLISH PRIORITIES:
Online amities are often predicated on a shared interest, such as a hobby. However, having mundane values is more consequential than having homogeneously fascinated. I may not have an abundance of friends, but the ones I do have to make me want to be a better person.

WRITE A LETTER:
Antediluvian as it may seem, letter writing sends the message that you care enough about someone to give him or her - your undivided attention. That kind of focus is infrequent in today’s multitasking world. For example, in her book Alone Together, Sherry Turkle writes of one adolescent man who verbalises he cannot recollect ever receiving a personal letter in his life. Referring to the time when people write letters, I miss those days albeit I wasn’t alive. Why not make utilisation of this ‘old technology’ to make friends?

THE BOTTOM LINE:

Authentic amity involves more than just keeping in touch. It requires that you and your friend exhibit love, empathy, patience, and forgiveness. Those qualities ultimately make an amity rewarding. But they are arduous to exhibit when you only verbalise online.
COMMUNAL-AGRICULTURAL DEVELOPMENT

As an alternative theory of unemployment and development to replace the on-going theories of modernization and dependency that have failed Nigeria and Nigerians, CAAB advocates revisiting our pre-colonial concepts and practice of agriculture that spilled over to sustain the colonial period where it not only fed the people but exported to earn foreign exchange. By this theory, development should be planned to commence from communal pattern of farming; but instead of individuals to farm small piece of land, the individuals shall be encouraged to, on their own evolution, form cooperative units of three to ten persons per unit. As it used to be, they can then cultivate each person’s farm in rotation or aggregate their farms to form a single unit.


This approach is natural because an extended family (lineage) can form one or more farm units, depending on the size and individual’s relationship within the extended family set-up. Such practice shall be extended to fishing, where such a unit shall purchase fishing rights of lakes and streams. In this process, they can attract Government and development partners’ financial and technical assistance. We wish to emphasize that this theory or approach is different from that of Tanzania’s Ujamaa (village) farms where Government was directly involved in the villageization process, as well as purchasing the farm produce for wider distribution.

In CAAB, development starts with planning with the peasant farmers and workers. In the process of farming together as unit, it shall be natural to evolve appropriate technology (tools) to increase yield and farm size. While part of the output shall be consumed as food, the surplus shall form raw materials for, first, agro-allied cottage industries, such as preservation (cold room), processing, and secondly, for exchange (trade).

The development should start with the people, who through the process of communal farming shall propel the “invention” of appropriate technology. These technologies shall then be applied in the “agro” phase to increase and preserve agricultural produce - foods and raw materials.  This is important because we have noticed in this country that as a result of inappropriate and inadequate preservation, a large mango, orange, okro, yam, etc would not be in circulation beyond their seasons. Thus, the abundance of the food and raw materials shall lead to the emergence of agro-allied industries that would process and store them. This shall also spur the establishment of cottage industries, and exchange (commercial) activities. It should be emphasized that each of the three phases in Figure 1-2 is capable of creating a lot of job opportunities for our people, as well as, making them become entrepreneurs.

Whereas, CAAB is inter-locked and multi-dimensional, there shall be peculiar emphasis at each Phase of the development process to avoid previous mistakes that have made it difficult for such programmes to be adequately nurtured and developed before rushing to another phase, such as the industrial Phase III. The previous mistakes were such that it was when industries were built that we suddenly realized where to source the raw materials, spare parts, expertise and even the markets for them. At this point, it is necessary to discuss the major phases (pillars) of CAAB. They are:

1)            That the building blocs (catalyst) of development capable of reducing unemployment, poverty and create jobs are the peasant farmers and working class people of Nigeria, instead of depending upon money to establish industries that depend on foreign inputs.

2)            That CAAB is an efficient labour intensive approach to providing employment and income for the unemployed people, and it is capable of inducing establishment of small-medium-large scale enterprises without unduly stampeding any phase as to repeat previous mistakes. Accordingly, every man and woman is an integral part of CAAB, and has the opportunity to fully participate in the development process of Nigeria. This is also known as the Participatory Rural Appraisal (PRA) where State and Federal Governments are required to create the enabling environment for the process.

3)            That CAAB is not the same as African socialism or unplanned communalism because the theory incorporates other building blocs (Phases) that gradually leads to economic self-reliance and production. That CAAB is still a capitalist mode of production but refined historical materialism in light of our peculiar historical experiences. That CAAB is not an agricultural revolution as advocated by Samir Amin and/or Adebayo Adedeji’s alternative industrialization strategies for Africa, nor Whiteman Rostow’s five stages of development that are conceived, planned and executed from top-bottom. Instead, CAAB is a bottom-top process initiated by the peasants and workers themselves. 

4)            That Government’s role in CAAB is to create the required conducive atmospheres inform of initiating and executing good policies and good governance for the farmers and workers to attain pre-determined development and market targets.

 Although they are not exhausted, these produce shall provide the food, raw materials and other domestic needs, as well as supply the world markets on steady basis for the country. It is for this reason that we advocate that the alternative path to reducing unemployment is re-discovering communal-peasant agriculture that the people themselves can manage. This path shall gradually progress from one phase to another until it will necessitate establishment of plantation Phases through natural process.

THE CONTRIBUTIONS OF VOCATIONAL EDUCATION  
The contemporary realities of the Nigerian work environment are that it had not been absorbing the youths in gainful employment over the years, as it should be. The youths have also not been sufficiently absorbed in the vocational education and training schemes to promote their potentials to generate the following satisfaction indices.

- Enabling the beneficiaries to grow from the skill training to the point of creating jobs.
- Encouraging individual trainee to become creative enough to create jobs for himself or herself and others.
- Causing a positive change in the attitude and orientation of the individual trainee towards his or her occupation.
- Making the trainees be self-reliant and self-sustaining, thereby creating job opportunities for other unemployed persons in order to re-position the Nigerian society for economic growth.
- Creating opportunities for re-training for self-improvement.

The appraisal of the foregoing satisfaction indices has equally raised issues, ranging from Skill, structural, occupational and training (Ekong, 1999), and we have discussed some of them as follows: 


 Skills Training Issues
The issue of skills training is for the programme to provide unemployed persons with cognate skills that are relevant to his or her occupational needs. The questions that emanates from this type of training are:
- How relevant are the vocational education and training programmes to the needs of Nigerian youths for useful living in the society?
- Are the learners practically exposed to the manipulation of tools, equipment and other facilities likely to be met in the actual work situation?
- Has the training provided the relevant appreciations and understandings of the technological changes in the society?
- Have the learners been well prepared to take independent decisions about his or her career choice?
- Have the beneficiaries of vocational education and training been able to develop the abilities to solve problems?
In addition to these questions, we have raised four issues on structure, occupation; re-training and Polytechnics that we feel need urgent attention.

Structural Issues
There seems to be a structural gap as the access from one level of vocational education and training to another is not possible in Nigeria without additional academic qualification. Already, many unemployed persons feel that there are difficulties to progress in life through the process of vocational education and training in Nigeria. Thus, the structural life through the process of vocational education and training be re-examined for upward development to the professional level.

Occupational Issues
Whereas there is a high expectation that vocational education and training shall provide employment opportunities, the programmes have not met the expectations of the Nigerian society. Thus, the impact is not very much felt by unemployed persons. Secondly, it is also difficult to assess whether or not the products of vocational education and training are really self-employed? Thus, we see that much is still desired in the occupational aspects of the programme.

Re-Training Issues
Retraining is an organised educational arrangement for knowledge, as skills require regular updates through institutional re-cycled training in form of refresher courses. This usually takes the form of seminars, workshops or short in-service courses. The need for re-structuring of re-training programme for the self-employed or the employed in various occupations is very relevant. Be that as it may, the re-training programmes have equally suffered in Nigeria to the point that the Nigerian educational system is being accused as the primary factor in contributing to the problems of unemployment. This is more, particularly as the school system is dominated by liberally oriented programmes that produce graduates with primarily theoretical knowledge instead of practical skills. The curriculum of the 6-3-3-4 system with vocational component was expected to have addressed this problem but is not doing so. And without the thorough examination, the country has jumped into another system, 9-3-4 (the Universal Basic Education). It is hoped that the anomalies inherent in the previous programmes should not revisit the UBE system.

The Polytechnics Issues

The Polytechnics are meant to provide technical knowledge and skills necessary for agriculture, industrial, commercial and economic development in Nigeria in order to reduce the dominance of liberal arts. It is also meant to give training and impact the necessary skills for the production of technicians, technologists and other skilled personnel who shall be enterprising and self-reliant. It is also to provide full-time and part-time courses of instruction and training in engineering, other technologies, applied sciences, business and management that would lead to the production of trained manpower. Again, as the case of other programmes that we have analysed, the Polytechnic education strengthens the vocational education and training to make it unemployed-friendly, and result oriented. This and similar thought provoking issues forms the crux of next Section of this paper.

WHICH WAY NIGERIA SINCE 1960
  
The Supreme Military Council held a three-day meeting in Lagos from Thursday to Saturday, April 20 – 22, 1967, and adopted the political and administrative programme of action for preserving the Federation of Nigeria as one country.

Communiqué
The following communiqué was issued at the end of the meeting:-
The Supreme Military Council adopted the political and administrative programme of action for preserving the Federation of Nigeria as one country.
The main items in the approved programme include:
(i)      Creation of states as the basis of political stability in Nigeria.
(ii)     Preparation and introduction of a new Constitution.
(iii)    National Economic reconstruction with particular reference to the early restoration of normal economic links such as the resumption of Nigeria Airways and Railway services to all parts of the Federation and the preparation and introduction of the Second National Development Plan.  
(iv)    Purging of corrupt elements in our public life and the restitution of ill-gotten gains, and
(v)     Supervision of elections of new civilian governments.

Constitutional Conference:
The Council accepted the need to accelerate the implementation of the programme in order to return to civilian rule. As a first step, the Council decided that the adjourned Constitutional Conference should reconvene in Benin City not later than 5th of May, 1967 to continue discussions where it left off on October 1, 1966, and complete its work on or before 2nd of June 1967. It was agreed that further efforts should be made for the representatives of Eastern  Nigeria to attend.

Important Details:
Some of the important details of the approved programme are as follows:-

Between April and December 1967
(i)      Definite action on Declaration of Assets Decree and the various Reports on tribunals of Enquiry into the Federal Statutory Corporations.     
(ii)     Revenue Allocation Commission.
(iii)    Appointment of Special Committee on States Question. Submission of Report to the Special Committee on States Question to the Supreme Military Council for the decision on number and identity of new States.
(iv)    Supreme Military Council decision on methods of selection of Constituent Assembly.
(v)     The introduction of civilians as full members of Federal Executive Council and Regional Executive Committees.
(vi)    Appointment of Constitution Drafting committee.

Between January and December 1968
(i)      Selection of Members of Constituent Assembly.
(ii)     Submission of Report of Drafting Committee to Supreme Military Council.
(iii)    Convening of Constituent Assembly to consider and approve Draft Constitution.
(iv)    Revision of Electoral Register.
(v)     Promulgation of New Constitution.
(vi)    Installation of Transitional Government.
(vii)   Resumption of Political Party Activities.

 Early 1969

Stern measures:
The Supreme Military Council took the opportunity to review the latest actions of the Eastern Nigeria Military Governor, Lt.-Col. Odumegwu-Ojukwu and took a number of decisions to protect the revenue and other commercial interests of the Federation until such a time as the Military Governor East can have second thoughts on his actions. The Supreme Military Council authorised certain stern measures to be taken by the Federal Military Government should the Military Governor East continue his illegal actions.
  
Part 2: Acts of Betrayal
“I want to make it abundantly clear that in the event of Lt.-Col. Ojukwu carrying out his threat to secede; this will be a clear signal in the first place to create a COR-State for the protection of the minorities in Eastern Nigeria whom we know does not want to part from the rest of the country. This action of creating the COR-State will be backed by the use of force if need be.”

“There is no change in my stand from what I said in my broadcast of November 30th, 1966 and the stand I took at Aburi, namely that there will be no use of force provided nothing is done by anyone to impair  the integrity and corporate existence of the Federation of Nigeria.”
THE NIGERIAN STATE, POLITICS AND ADMINISTRATION
Different writers on the Nigerian state have characterised it differently according to their different orientations and the types of question they set out to answer in their works. However, one fact about the Nigerian state is that it is a colonial creation and superimposed on the different groups that are now Nigerians (Ibodje, 2009:70). As a colonial creation, the Nigerian state became part of the colonial structure meant to attend to the requirements of the British conquest and imperial domination of colonial Nigeria.  Thus, the focus of the colonial policy was large to keep the colonial population in political subjugation in order to promote the easy exploitation of the nation's resources. Essentially, the aim was to establish a capitalist mode of production in the colony of Nigeria, and have the economy integrated into the capitalist economy of the world.

Consequently, the colonial population of Nigeria became divided into two classes according to their varying degree of access to the means of production, which was unevenly distributed in favour of a small minority of people who monopolized the means of production to the disadvantage of the large majority of the people who lacked access to means of production and had to sell their labour, which was usually under-priced.


Again, the fact that the Nigerian State was an imposition on the colonial population gave rise to another characterization of the state as being 'over-developed' in relation to the society. The logic of this argument is that the state is supposed to emerge from the people and develop in accordance with their emerging experiences. But the Nigerian state, when it emerged, was an off-shoot of the advanced British state, which was superimposed on the less developed society of the colonial Nigeria. For the same reason of superimposition, the Nigerian state is also characterised as detached from the society.

However, while the Nigerian state was said to be detached from, and autonomous of the society, it remained an instrument in the hands of the colonial elite, who manipulated it at will, both in the direction of the metropolitan interest and in the direction of their personal comfort.  According to Claude Ake (1996:2, cited in Ojukwu, 2009:26), the colonial situation needed that the colonial state should be all-powerful not only for the purpose of carrying out its mission but also to survive along with the colonial order in the face of the resentment and the hostility of the colonial people.  In order to maintain the colonial domination, the colonial elite had to exhibit certain tendencies, including those of absolutism, arbitrariness and suppression of any attempts to restrict their use of the state power.

At independence, the indigenous political elite who inherited power from the colonial elite also inherited a state that was not only autonomous and detached in relation to the society, but also one that could be manipulated to their own advantage at the expense of the masses. Thus, since independence in 1960, different sections of the Nigerian elite that have been associated with the control of the state, including the political class, the military and the bureaucratic technocrats, have significantly taken over the control of the political economy of the country to their own material benefit. It is to be noted that the autonomy of the state, as explained above, was only in relation to the masses of the society. As for the ruling elite, the state in the colonial and post - colonial Nigeria remained essentially an instrument to be manipulated to their personal benefit.

To add to the above scenario the Nigerian state partly because of its origin and partly because of the role it was made to play by the colonial elite has become the controller of easy access to wealth and status often without adding value to production or national wealth.  Because the Nigerian state provides an easy access to wealth and status for its managers, the processes leading to the control of its apparatus have been marked by intense competition, conflict and deadly struggle among the elite, with complete disregard for the rules of the game set by themselves.

The question calling for an answer here is how do the above characteristics of the Nigerian state constitute the environmental problem for efficient public administration in Nigeria? There is no single universal answer to this question. However, because of the fact that the state which resulted from colonialism in Nigeria was detached from the society, the process of political socialisation necessary for orderly democratic politics based on the rules of the game has not gained any strong roots. For the same reason, the process of institutional internalisation necessary for the observance of administrative rules and ethics for the modern political society has equally become quite slow. Consequently, the public officer of both the political and administrative classes in the post - colonial society of the Nigerian state has been faced with the reality of living in two separate analytical worlds or publics. These, as Peter Ekeh (1975) calls them, are the primordial public, which carries the characteristics and values of the pre - colonial African society, and the modern public, which came with colonialism and its processes, including institutions whose requirements have not been strongly internalised. 

The fact of the matter, therefore, is that most Nigerians involved in one form or the other in the public sector of the post - colonial Nigeria is more - or - less living simultaneously in these two analytical publics in moral terms. On the one hand, the Nigerian public officer lives in the primordial and moral society, which, in psychologically moral terms, is a more natural abode, where the public officer sees the need to uphold the traditional values of honesty, loyalty to the constituted authority and dedication to processes leading to goal attainment.  On the other hand, the officer operates within the worldview of the post - colonial society, which due to its limited socialisation and institutional internalisation, is an artificial abode, where one can steal and cheat for personal interest without any qualm or injury to one's conscience. Thus, the same Nigerian public officer who would be involved in milking the public purse dry at the expense of the welfare of the general public would be so committed to preserving community resources that are under his care for community development projects.

Further arising from the character of the Nigerian state is the nature of patron-client politics which it brought into the nation's body politic, with its negative effects on public administration. Owing to the economic attraction of controlling the Nigerian state, the struggle leading to it became increasingly intense, requiring both vertical and horizontal alliances and linkages to succeed. Consequently, state and national level politicians need local level politicians for grassroots support, while local level politicians equally need the higher level politicians as patrons to protect their political interests at the local level. In this political calculation, local level politicians who provide grassroots support and platforms for state and national level actors usually get rewarded by being manipulated into the control of sub-national structures and agencies that are supposed to mobilise and manage local public resources for grassroots development. In this way, most individuals who would normally not be qualified for such positions have become local council chairmen, local councillors and chairmen and members of public corporations and development agencies as marks of political rewards, often against the people's choice.

The above political scenario in Nigeria has produced the following experiences:

(i)    Being so often politically manipulated into offices, local government chairmen, local councillors, as well as members of public corporations and development agencies, usually tend to be defiantly corrupt and blatantly unaccountable to the people, while being loyal to the patrons who manipulated them into offices.

(ii)    Political appointees frequently interfere in administrative matters with consequent conflicts that often disorient administrative procedures.

(iii)    Owing to the desire of political actors to gain or retain positions, public resources meant for the provision of services often get diverted into the service of patron-client relations.

(iv)    The pattern of politics often aids unqualified persons to get into political and administrative offices, thereby affecting the efficiency of administrative machinery.

(v)    Quite often, politics and administration get merged as senior administrative personnel frequently get tangentially involved in political affairs, while politicians openly meddle in administrative matters with consequent effects on professional development and efficient administration.

(vi)    Intergovernmental relations necessary for service provisions often get entangled in political conflicts, mostly in cases where different political groups control different levels of government. In Nigeria, the experience of the Federal-Bendel relations under Alhaji Shehu Shagari and Professor Ambrose Ali, respectively, was very vivid in this regard. More recently also, the Federal-Lagos State relations under Obasanjo and Tinubu, as well as under Yar'Adua and Fashola, are cases in point. In the particular case of Federal-Bendel relations, a prominent feature of the relationship was that party political differences were expressed in terms of competition rather than cooperation. Such that each level of government had to create conditions to disable each other in their attempts to provide services within the boundaries of Bendel State.

In a similar study of the political environment of Ghana under Hilla Limann's People's National Party (PNP) during the country's Third Republic (1979-1981), Asibuo (1991) found as follows:

(i)    That political circumstance, among other forces of socioeconomic nature, hindered the successful operation of local government institutions and administration under the PNP government of the Third Republic.

(ii)    That the politicisation of local government, the appointment of council personnel, the award of contracts, the distribution of development projects , and above all, the attempt to increase the number of district councils, were all dictated by political consideration.

(iii)    That the decentralisation policies of the PNP regime produced the opposite effect from that publicly stated to be its intention. They increased central control and reduced opportunities for meaningful popular participation.
(iv)    That the Ghanaian experience under Lemann presented a demonstration of the fact that the success of decentralisation or local government reforms depends on upon certain fundamental conditions that most African governments find difficult to provide, which is that it requires a strong political commitment which is often ignored and that that commitment was clearly lacking in that study.

(v)    That going by the Ghanaian experience under different civilian regimes, no Third World government that attempts the major reorganisation of political and administrative institutions can expect to implement its policies without difficulties.

Conclusion
Politics and administration are closely related. They facilitate each other cause in the policy process, depending, however, on the character and direction of the relationship. Such character and direction of the relationship can be defined by a number of factors, most important of which is the nature of the political environment, which itself is largely the product of the character of the state. The Nigerian state is an instrumental state whose control serves as an instrument of power, status and material wealth for the controllers and managers.


Consequently, the processes leading to its control have become inevitably intense and conflictual, leading to vertical and horizontal linkages which are serviced with public positions, offices, agencies and resources outside the merit criteria. Therefore, the political environment of public administration in Nigeria is one in which politics, rather than administrative professionalism and merit, is the criterion for advancement. For not encouraging professional development and merit pursuit, the environment of public administration in Nigeria has been non-promotional in the area of efficient delivery of services.
